What is ARSCE?

The Association of Retired Seattle City Employees (ARSCE) was founded in 1973 to protect and improve benefits for all retired City employees, and for the general social, financial and healthful benefit of all its members.

ARSCE Accomplishments

Since its inception, ARSCE has continually strived  to assure its members of economic viability in the face of inflation.  Some of our accomplishments are listed here.

  • In December, 2007, after many years of advocacy and monitoring by ARSCE, the Cost of Living Adjustment (COLA) for members retiring prior to 1998 was made equal to that received by employees retiring since that time.  This replaces the so-called "13th check".

  • The 2% per year pension formula benefit that increased all pensions for our retired members effective January 1, 1976.

  • The guaranteed annual "13th" check.  This benefit was the direct result of a strong communication effort by ARSCE before our Retirement Board and the City Council.

  • The improvement in medical benefits for some retired members before they reach age 65.

  • A change in our Retirement System Ordinance that allows for the election of at least one retired member to our Retirement Board.

  • An increased death benefit for retired members.

  • Continued advocating for a permanent cost-of-living adjustment has helped secure the 60% floor cost-of-living adjustment.

  • On May 18, 1998 the Seattle City Council resolved to "... recognize and appreciate the tremendous work of "The Association of Retired Seattle City Employees" for representing retired City employees."

ARSCE Today

ARSCE is a strong organization with a membership exceeding 1700.  ARSCE continues to seek fair and adequate pensions for members.  ARSCE officers regularly attend meetings of the SCERS  Board of Administration, communicate with that board, and with the SCERS Executive Director regarding fund performance and other pertinent issues.  ARSCE keeps members informed about the meetings and decisions of the SCERS  Board.  For many years a member of ARSCE has sat on the SCERS Board as the retired employee member of that body.  We publish a bi-monthly newsletter, the "ARSCE News" which features updates on issues of concern to members, reports on member activities and notices of other activities which may interest members. ARSCE holds quarterly luncheons open to members and their guests.  The ARSCE website provides timely and convenient information for members and the general public, as well as a convenient way for members to communicate with ARSCE officials.
